Customs Clearance Checklist for Rail Imports

Clearing a rail consignment follows much the same path as sea or air cargo, with a few differences that matter. Miss them and demurrage plus warehouse fees multiply quickly. This checklist walks through the sequence from the moment the train reaches the border station until the cargo leaves the customs warehouse.

1. Before the train arrives

• Obtain the rail waybill (railway or SMGS) and cross-check the HS code against the proforma invoice
• Check whether the goods need permits from agencies outside the customs administration
• File the pre-declaration in the EPL system and reserve a specialist referral

2. The customs steps

1. Preparing and registering the customs declaration
2. Paying or securing import duties, levies and taxes
3. Inspection and specialized controls (standards, health, phytosanitary or veterinary)
4. Weighing and physical examination when routed to the red or yellow channel
5. Releasing the exit permit and moving the cargo to a warehouse or onward by rail

Practical note: for rail freight the customs clock starts when the train enters the border station — not at origin loading. Aligning the declaration with the train's running time is the single biggest saving available.

3. Rail-specific points

• For arrivals from eastern borders, Sarakhs or Bafq is usually the entry customs; choosing the right border directly changes wagon-transfer (suz-keshidan) costs.
• For licensed goods, chase the permit while the train is moving — not after it arrives.
• When using TIR or domestic transit, the carnet seals must match the border protocol record.
